How do I apply for a residential or commercial stand?

Use the Client Portal and go to apply for a stand. Complete the stand application form, pay the required application fee (USD 43 residential or USD 63 commercial), submit proof of identification, and wait for vetting and allocation.

What is the process for building plan approval?

Before construction starts, submit architectural drawings to council. Submit three copies of your plans. Approval generally takes 1 to 4 weeks, depending on the complexity and the department meeting cycle. Building without approved plans is illegal and may result in fines or demolition.

What do my rates cover?

Rates fund essential services including road maintenance, refuse collection in urban setups like Mhangura, water provision, and maintenance of rural clinics and schools.

What are the council's core functions?

Makonde RDC supports education through establishing and maintaining schools, including boarding status upgrades at Matoranjera and Ridziwi High Schools. Council also handles infrastructure such as road grading, bridge repairs and borehole drilling, and health support through rural clinics across the 19 wards.

What is the Devolution Fund used for?

Council uses government devolution funds for district development and equipment purchases. Recent acquisitions include a drill rig for boreholes, graders for road rehabilitation, and tractors for refuse collection.

How many wards are in Makonde District?

Makonde District has 19 wards, each represented by an elected councilor. These councilors form the full council, which makes decisions on district policy and budget allocation.

What is the difference between Makonde RDC and Chinhoyi Municipality?

Chinhoyi is the provincial capital and is located within the Makonde District geographic area, but it is governed by Chinhoyi Municipality as an urban authority. Makonde RDC governs the surrounding rural and peri-urban areas, including Mhangura, Lions Den and Chitomborwizi.

How do I apply for boarding school places?

Open the Boarding Schools page, choose Matoranjera High School or Ridziwi High School, select Form 1 to Form 6, and submit the application form. Ridziwi High School currently accepts girls only for boarding places.

What should I know about Ridziwi High School?

What should I know about Matoranjera High School?

Matoranjera High School is at Matoranjera Business Centre, Chitomborwizi, about 25km from Chinhoyi. It was commissioned as a boarding school in early 2025 after dormitory and dining facility upgrades, and offers Form 1 to Form 6.

Who reviews boarding school applications?

Applications go to the Social Services dashboard. The Social Services HOD can also see and update all submitted applications.
